In order to maintain and increase their control over the subjugated Edadh peoples, the Dzaa erected great cities to house and protect their citizens. From here they oversee their new domains and easily exert control if need arises. In order to mollify the clans they now rule, the Dzaa allow the cultures to maintain an element of self-government, as long as they abide by the Dzaa laws and pay their taxes.

However, the practice of the old religions has been outlawed as have the traditions of the Sagi and wielders of magic, only Dzaa citizens can carry weapons of war. To further their hold over the Edadh cultures the Dzaa have forced them to adopt the Dzaa language and this tongue must be spoken at all times when in a public venue so there can be no deception; however, in the privacy of their own homes the Edadh may revert to their native languages. Similarly, the Dzaa currency - the Coin - has saturated the market replacing each culture's monetary system but simultaneously giving birth to a thriving black market based on barter.

But the Dzaa have built roads and canals and opened up borders, booming trade and commerce. The Dzaa army also provides protection for trading caravans and stations troops in all the towns for security. This economic freedom means that most clans are wealthier than they have ever been.

The Dzaa banned slavery - all peoples within the Dzaa Empire have the same rights wherever they are and they may bring grievances and injustices to the Dzaa courts for resolution, although most issues are settled within the clans using their own traditional systems.

The use of Dzaa Wards (talismans) to fend off evil spirits, ancient nightmares and demons - the Fiadrytch - are also popularized and are effective. Superstition is fast replacing the old religions and the Edadh are encouraged to turn to fortune-tellers - the Soothsayers - for signs and portents to rule their lives. Many Soothsayers are skilled and very accurate with their readings and many Clan leaders now turn to them for advice & council. In an age of great uncertainty this art finds itself vigorously pursued.
